Woman sues Portland over skirt-lifting traffic stop

PORTLAND — A woman filed a $300,000 lawsuit against the City of Portland, alleging a police officer asked her to lift her skirt during an unwarranted traffic stop almost two years ago.

The lawsuit filed this week also accuses the city of negligence for keeping then-officer John Alexander Wood on the force even though he had acted in a similar manner toward another woman while on duty a year earlier.

In November 2006, Wood pleaded guilty to two counts of official misconduct for asking two women to show him their underwear during the July 2006 traffic stop.

Wood resigned and had his police certification revoked.

" It will be coming from the city's insurance company to whom they pay premiums whether they use it or not. If she doesn't make a statement, the city has no reason to weed out the predators. It's probably not about the money, but the humiliation. He should be in jail. "
