Work on sewer and flood prevention lines beneath First Avenue in Kalama is now expected to finish sometime in March, Public Works Director Carl McCrary said.
The project, which started in June and originally expected to finish in December, has been extended due to bad weather and early-on funding problems, he said.
The city originally bid the project in four phases because not enough funding was available to bid everything, McCrary said. When remaining funds became available, McCrary said contractors needed time to order materials, which delayed their work.
"Then the rainy season started," McCrary said.
Many downtown business owners are upset the project has lasted so long. Some attribute the road construction to keeping shoppers out of downtown this holiday season and for generating lower than expected sales.
Parking also continues to be an ongoing problem in downtown. Shopowners complain large construction equipment is being stored where customers should be parking, which also is hurting their businesses.
